Entrepreneurial Leadership of School Administrators and Approaches to Public School Administration in Thailand

Abstract

This academic article proposes approaches to public school administration based on school administrators' entrepreneurial leadership. The author argues that public school administrators can use entrepreneurial leadership to develop their schools by pursuing educational value rather than profit and working within government regulations and existing resources. Based on an analysis of 30 documents, school administrators' entrepreneurial leadership comprises four dimensions: innovativeness, proactiveness and opportunity recognition, calculated risk-taking, and resource mobilization and allocation. The proposed approach consists of five strategies: building an organizational culture open to innovation, fostering teachers' entrepreneurial behavior, expanding resources and collaborative networks, making administrative structures more agile, and managing risk with data. These strategies are implemented in five steps, from analyzing opportunities to deciding whether to scale up. The approach succeeds when teachers feel safe experimenting, schools have sufficient data for decision-making, and resources align with financial regulations. Entrepreneurial leadership therefore suits schools that must innovate with limited resources, especially when administrators pair it with data-based decision-making to ground innovation and risk-taking in evidence.
