Abstract

This research and development (R&D) study aimed to (1) examine the current and desirable states, problems, needs, and related factors of evidence-based learning management; (2) develop and preliminarily validate an evidence-based learning management model; (3) examine the results of implementing the model; and (4) synthesize the findings to refine the model. The study was conducted in four phases in educational institutions under the Nakhon Phanom Provincial Office of Learning Encouragement between November 2025 and August 2026. Phase 1 used document analysis, a questionnaire completed by 244 stratified-random respondents from a population of 663, and semi-structured interviews with 15 key informants; needs were ranked with the Modified Priority Needs Index (PNI Modified). In Phase 2, the findings were synthesized with theory and prior research, and nine experts evaluated the draft model and manual. In Phase 3, the model was piloted in 12 institutions, and indicators before and after implementation were compared descriptively. Phase 4 synthesized evidence from Phases 1–3. The greatest need was the use of data and evidence for decision-making (PNI Modified = 0.532), followed by the learning ecosystem and networks (0.459). The resulting RUEA FAI Model has seven components (Review & Digitalize, Upskill & Transform, Engagement & Partnership, Area-based & Identity, Focus on Learn to Earn, Accountability, and Integrated Happiness) and a continuous evidence-use cycle. Experts rated accuracy (4.78), propriety (4.71), feasibility (4.67), and utility (4.76) at the highest level. After the trial, mean quality of institutional learning management rose from 3.15 to 4.61 and learner progress from 3.07 to 4.56. These are descriptive changes; no inferential test is reported, and the change cannot be attributed to the model alone. The model should be adopted under the principle of “shared principles, context-adapted methods.
