A Decade Transfer of Subdistrict Health Promoting Hospital to Local Government Organizations Case study of Local Government Organizations in Roi-Et Province

Abstract

            This academic article aims to study, analyze, review, and monitor the implementation process as well as examine the challenges and obstacles involved in the transfer of Sub-district Health Promoting Hospitals to local administrative organizations. The case study focuses on local administrative organizations in Roi Et Province over the past ten years (2016–2025), in accordance with the Decentralization Act of 1999 and the Second Decentralization Plan of 2008.

            The study found that the decentralization of public health services in Thailand comprises two key components to enhance the administrative capacity of local government organizations. First is technical expertise and professional specialization, which play a crucial role for local administrators. Second are the issues arising from the centralization of power at the national level, which have resulted in certain laws and regulations being impractical or inapplicable at the local level. The identified problems and obstacles include: (1) issues related to personnel management and human resources, (2) issues concerning finance, budgeting, and fiscal management, and (3) issues related to the provision and accessibility of public health services.
