Monitoring and Evaluation of Teacher and School Development for the Continuous Enhancement of Educational Quality at Prince of Songkla University

Abstract
This study aims to monitor and evaluate the development of teachers and schools to continuously enhance the quality of education at Prince of Songkla University. A mixed-methods research approach, incorporating both quantitative and qualitative methods, was employed. The sample group included project administrators, coaches, school administrators, teachers, and students. Research instruments consisted of document analysis, focus group discussions, observations, and self-collected data. The findings revealed that Prince of Songkla University implemented the project in accordance with four key objectives: (1) monitoring the management and operational processes of the project, (2) examining changes in the target schools, (3) identifying factors and conditions contributing to success, and (4) evaluating the effectiveness of the implementation.
The research findings indicate that schools participating in the project demonstrated system-wide improvements aligned with the five measures set by the Equitable Education Fund (EEF). Notably, teacher and administrator development through the Professional Learning Community (PLC) process showed the highest level of effectiveness. Additionally, significant behavioral changes were observed among school administrators and teachers in both management and instructional practices. Students exhibited substantial improvements in knowledge, skills, and morality, with the most pronounced progress in moral development. Key success factors included support from Prince of Songkla University, the presence of experienced coaches and mentors, and adequate financial resources. However, some challenges were identified, such as data redundancy between the EEF and the Office of the Basic Education Commission (OBEC) and time constraints in project implementation.
The key recommendations include improving the information system to ensure interoperability between agencies, extending the implementation period, and providing continuous support for teacher and school development.
