The Power of Network Communication for Policy Change: Deregulation of Thailand's Craft Beer Market

Abstract

This study aims to analyze the network communication dynamics of the "Beer People" group in driving policy change for the deregulation of Thailand's craft beer market. Employing a qualitative documentary research approach, data were collected from secondary sources, including public interviews with key leaders, social media content analysis, and legislative records. The study utilizes strategic communication theory and network theory as the analytical frameworks.


The findings are categorized into two main dimensions. First, regarding network communication processes and strategies, the study found that the movement employed knowledge creation to raise problem awareness, reframe social attitudes, and build strategic alliances. This was achieved through integrated communication strategies across internal, cross-network, and public levels to pressure policymakers. Second, regarding success factors, the effectiveness of network communication relied heavily on social capital - specifically trust and strong relationships among members—as well as the credibility of network leaders and the ability to manage conflict to create shared interests.


The study concludes that although the Progressive Liquor Bill did not pass its initial legislative review, the effective network communication process generated significant social pressure that ultimately led to subordinate legal amendments. This research contributes to the body of knowledge on network communication innovation in the Thai context and offers policy recommendations for civil society, government, and scholars to enhance communication capacities for public policy advocacy.
