Community-based flood management: A case study of Yuelapae Village, Suwaree Subdistrict, Rueso District, Narathiwat Province

This research aimed to 1. study the problems and impacts of floods on the community, with a case study of Yue La Pae Village, Suwari Subdistrict, Ruesoh District, Narathiwat Province, and 2. examine flood management approaches through community participation in Yue La Pae Village, Suwari Subdistrict, Ruesoh District, Narathiwat Province. The study employed qualitative research methods. The sample group of 30 consisted of 5 government representatives selected by purposive sampling and in-depth interviews for data collection, and 25 flood-affected people selected by snowball sampling and semi-structured interviews for data collection. The researcher chose content analysis in qualitative data analysis. The study found that floods in the community resulted from both natural factors such as heavy rainfall, flash floods, and riverbank overflow, as well as human factors including deforestation and structures obstructing waterways, which intensified flood severity. The damage encompassed health, infrastructure, economic, and quality of life aspects, including disease outbreaks, damaged homes, disrupted transportation, and severe agricultural crop losses. Regarding management approaches, the community and agencies implemented measures during pre-disaster, during-disaster, and post-disaster phases, such as preparing equipment and personnel, monitoring situations, and conducting recovery after floodwaters receded. Meanwhile, residents played crucial roles in self-help and cooperation within the community, relying on local networks and utilizing local resources. The new knowledge gained from this research is that communities can effectively manage floods through self-reliance, even when lacking external support, and that participatory management helps reduce risks and enables sustainable community recovery.
