Abstract

This research aimed to investigate key components of the model of cooperation between public and private sectors in agricultural processing industry for enhancing competitiveness and to develop guidelines for developing cooperation between public and private sectors in agricultural processing industry for enhancing competitiveness. The research used the Delphi technique by 21 experts and focus group discussions by 12 experts. Research tools were semi-structured., questionnaires, appropriateness evaluation form of model and guideline. Content analysis was used, and statistics were the mean, mode, median, and interquartile range. The research results found that the key components of the model of cooperation between public and private sector in agricultural processing industry for enhancing competitiveness consist of three dimensions, eight main components, and 20 sub-components. First dimension is the public role, its main components were 1) public policy formulation: policy formulation process and policy compliance, 2) work system of public sector: organization management, work follow-up, and human potential development, 3) public support: information sources, source of funds, and market competition. Second dimension is cooperation between the public and private sector, its main components were 4) coordination: digital communication mechanisms and building cooperation, 5) participation: entrepreneurial development and formulation of rules and regulations. And third dimension is the private sector, its main components included 6) preparation for industrial sectors: knowledge management and enhancing organizational potential, 7) private sector business operations: administration, ethics, and production innovation, and 8) proactive operating system: leadership for change, business opportunity creation, and network system development. The model and guideline have been approved by experts with a consensus on appropriateness for application at a high level.
