Abstract

This academic article aims to analyze the problems and propose management approaches for local administrative organizations (LAOs) to cope with the complex context and rising public expectations. Many LAOs remain stuck in traditional management models, leading to inefficiency and chronic governance problems. The main problems analyzed cover two key dimensions: organizational and efficiency. Serious governance problems stem from cronyism over organizational management, including the abuse of power in appointments and procurement, and conflicts of interest that distort public decision-making. Reform therefore must focus on transitioning to a new model of public governance, with key strategies: transformational leadership, transparent and accountable governance, strategic human resource development, and participatory governance. Serious implementation of these approaches will enable LAOs to become efficient, agile, and publicly trusted organizations, a crucial foundation for sustainable local development that meets the needs of citizens in the 21^st century.
