Important Announcement from the President of the Association of Legal & Political Studies (ALPS)

In light of the recent announcement by the Civil Service Commission in Higher Education Institutions (CSCHE) dated October 29, 2025, regarding the criteria and procedures for appointing individuals to academic positions (Assistant Professor, Associate Professor, and Professor) (No. 3) B.E. 2568 (2025), which amends the previous announcement of B.E. 2564 (2021), we are updating our peer review policy for all journals published by ALPS.

 

The new CSCHE announcement requires that articles published in national academic journals must be in journals listed in TCI Group 1 or Group 2 databases and must undergo peer review by at least two experts from various institutions in the relevant field or related fields before publication.

 

To align with these requirements and enhance efficiency, ALPS is modifying its peer review policy for all journal submissions effective January 1, 2026, as follows:

1. The minimum number of peer reviewers will be reduced from three to two.

2. By default, the editorial board will arrange for two peer reviewers to evaluate each submission.

3. A third reviewer (or more) may be involved if deemed necessary or if additional expert opinions are required.

4. Authors may submit a written request to the editorial board for their article to be reviewed by three peer reviewers if they feel it is necessary. However, the editorial board reserves the right to consider such requests on a case-by-case basis.

 

We believe these changes will streamline our review process while maintaining the high standards of academic rigor expected in our publications.

Thai Arts and Culture Review (TACR) is an open-access, peer-reviewed electronic journal published biannually in Thai and English. The journal is published by the Association of Legal & Political Studies (Thailand) and White Tiger Legal, Business and Research Consultants Co., Ltd. (Thailand), in collaboration with the Institut Agama Islam Rawa Aopa Konawe Selatan (Indonesia). It offers a scholarly platform for rigorous, interdisciplinary research on arts and culture in their broadest sense, emphasizing their regional and global interconnectedness. TACR welcomes submissions that explore all facets of arts and culture, providing a forum for innovative, critical, and comprehensive scholarly work. The journal particularly invites articles on visual arts—from studio art to architecture and performing arts—as well as cultural practices, theories, policies, and other elements integral to cultural identity, including philosophy, religion, and language. It encourages works that engage with contemporary and traditional issues, addressing their social impacts, policy implications, and cultural dynamics within Thailand and the wider region. All manuscripts are subjected to a transparent, open peer-review process involving at least three expert reviewers to ensure high academic standards. TACR aims to foster critical dialogue, contribute to the preservation and revitalization of Thailand’s rich cultural heritage, and promote a deeper understanding of arts and culture in a globalized world.
