Potential Model Development for Executives of the State Railway of Thailand to Increase Public Service Efficiency in the Digital Era

This research aimed to: 1) investigate the potential components of the executives of the State Railway of Thailand (SRT) to increase efficiency in public service in the digital era; 2) develop a potential model for SRT executives; and 3) create a guideline manual of potential development for SRT executives to increase efficiency in public service in the digital era. The participants for the qualitative research were 23 experts. The sample group for the quantitative research were 265 SRT executives. Research instruments for data collection were an interview form and a questionnaire. The qualitative data were analyzed by content analysis, and the quantitative data were analyzed by statistics of frequency, percentage, mean, standard deviation, and Exploratory Factor Analysis (EFA). As a result, the potential model of SRT executives comprised 4 components. Component 1: Knowledge with 5 sub-components as follows: 1) mission and organizational goals, 2) logistics, 3) organizational management, 4) IT services, and 5) organizational management; Component 2: Skills with 4 sub-elements as follows: 1) analysis and decision-making, 2) transforming vision into strategy, 3) change management, and 4) systematic creation and management; Component 3: Desirable characteristics with 4 sub-components: 1) leadership vision, 2) a professional role model, 3) moral and ethical conscience, 4) creativity. Component 4: Preparatory for functioning with 4 sub-components as follows: 1) Public policy of rail transportation; 2) Compliance with international standards; 3. Information technology system for services; and 4. Organization’s digital transformation. The Model and the manual were unanimously approved by the experts for the suitability in application.
