The purposes of this research were: 1) to study the potential components of a Project Manager for the construction of urban rail mass transit systems; 2) to develop a potential model of a Project Manager for the construction of urban rail mass transit systems; and 3) to develop a potential development manual of a Project Manager for the construction of urban rail mass transit systems. This study integrated the methods of qualitative and quantitative approaches. In-depth interviews and focus group discussions were used as qualitative tools, while questionnaires were used as quantitative ones. The population consisted of entrepreneurs, executives, and personnel in the construction of the urban rail mass transit system industry. The sample size was 405 people. The qualitative data were analyzed by using content analysis, and the quantitative data analysis was done by using statistics, frequency, mean, percentage, standard deviation, and factor analysis. It was found that the components of the potential of project managers for the construction of urban rail mass transit systems were 12 essential components, divided into two essential parts of potential development. The first part was work performance potential, composed of three components: 1) Job knowledge, 2) Ability to work responsibilities; and 3) Leading the organization. The second part was project management potential, composed of nine components, which were: 4) Teamwork management, 5) Cost management, 6) People management, 7) Planning management, 8) Time management, 9) Work quality management, 10) Project specification management, 11) Communication management, and 12) Work system management. Based on the research findings, the components obtained were used to create the potential development manual of project managers for the construction of urban rail mass transit systems. The manual of potential development of project managers for the construction of urban rail mass transit systems was evaluated by experts as being suitable and able to be applied.
