Abstract

Purpose: This study aimed to (1) analyze the distribution of poor households across the five livelihood capital dimensions in Nakhon Ratchasima Province in 2024, and (2) to evaluate the outcomes of assistance referrals delivered to poor households through partner-network mechanisms. It sought to connect dimensional problem classification with actual assistance results, thereby revealing gaps and pathways for improving the efficiency of area-based poverty reduction at the provincial level.

Methodology: A descriptive research design was employed, using secondary data analysis from the area-based research project database funded by the Program Management Unit for Area-Based Development (PMU-A) in fiscal year 2024. Data sources included the 2023 TPMAP database, a decision support system (DSS), and an in-depth household survey covering 22,000 verified households across 32 districts and 535 subdistricts. Descriptive statistics—frequency, percentage, and mean—were analyzed by livelihood capital dimension.

Findings: A total of 3,873 households were identified as poor under TPMAP criteria (17.60%), with the income dimension most deficient (56.00%). Through 89 partner agencies, the DSS referred assistance to 20,000 households. An assessment of five livelihood capitals among 2,797 households showed that social capital had the lowest potential (Mean = 1.63), followed by financial capital (Mean = 1.86), while human capital was the highest (Mean = 2.57).

Applications of this study: The findings benefit social development agencies and provincial policymakers addressing multidimensional poverty. The study proposes an integrated model linking a decision support system with a structured partner-network mechanism that can be scaled to other northeastern provinces. The readiness of data infrastructure and workforce should be assessed before adoption. The approach is applicable to social development, public policy, and development informatics disciplines.
