Guidelines For Participatory Administration in Education Management for Department of Juvenile Observation and Protection Center Region 2

Abstract

This research aimed to 1) study participatory administration in education management and 2) explore guidelines for participatory administration in education management for the Department of Juvenile Observation and Protection Center Region 2. The sample consisted of 150 personnel from the Department of Juvenile Observation and Protection Center Region 2, selected through proportionate stratified random sampling based on the local areas of the center, and 8 key informants in focus group discussions, selected purposively. The research instrument was a 5-point Likert scale questionnaire with content validity between 0.67–1.00 and reliability of 0.95, along with a focus group discussion record. The data were analyzed using percentage, mean, standard deviation, and content analysis.

The research findings were as follows: 1) Participatory administration in education management for the Department of Juvenile Observation and Protection Center Region 2 was at a high level overall and in each aspect. The aspects were ranked by mean from highest to lowest: planning, decision-making, operational, follow-up and evaluation, and mutual benefit. 2) Guidelines for participatory administration in education management for the Department of Juvenile Observation and Protection Center Region 2 include: 2.1) In the planning aspect, meetings should be organized to exchange opinions among personnel and stakeholders to jointly plan and determine methods for education management. 2.2) In the decision-making aspect, personnel should be informed about the problems and propose solutions for issues in education management, to define educational objectives and prioritize needs, allowing for the appropriate selection of policies or solutions for educational management. 2.3) In the operational aspect, administrators and personnel of the center, along with external organizations, should assist and support the mobilization of educational resources, provide consultancy, and act in education management to foster effective teamwork. 2.4) In the mutual benefit aspect, stakeholders should be involved in mutual benefits. 2.5) In the follow-up and evaluation aspect, personnel should be aware of problems and obstacles in education management, participate in offering feedback from educational assessments to analyze whether the goals were achieved and cooperate with parents to supervise, oversee, and control the youth after their release.
