Schools Administrators’ Competency Affecting Personnel Management of Small-Sized Schools under Kanchanaburi Primary Educational Service Area Office 1

Abstract

The objectives of this research were: (1) to investigate the competencies of school administrators; (2) to examine personnel administration in small-sized schools; and (3) to determine the influence of school administrators' competencies on personnel administration in small-sized schools. The sample consisted of 259 school administrators and teachers in small schools. The research instrument was a five-point rating-scale questionnaire with a content validity index ranging from 0.67 to 1.00 and a reliability coefficient of 0.98. Data were analyzed using percentage, mean, standard deviation, and multiple regression analysis. The statistical significance level was set at .05.

            The findings revealed that: 1) The competencies of school administrators were at a high level overall and in every aspect. Ranked by mean scores, the dimensions were self-management, teamwork, planning and management, global awareness, communication, and strategic performance. 2) Personnel administration in small-sized schools was at a high level overall and in every aspect. Ranked by mean scores, the dimensions were recruitment and appointment, disciplinary actions and punishment, workforce planning, and retirement from government service. 3) The competencies of school administrators affecting personnel administration in small-sized schools were planning and management (X₂), communication (X₁), teamwork (X₃), global awareness (X₅), strategic performance (X₄), and self-management (X₆). Together, these variables were able to predict the overall competencies of school administrators by 70.20 percent. The regression equation was:

Ŷ = 1.11 + 0.34X₂ + 0.26X₁ + 0.20X₃ + 0.20X₅ + 0.09X₄ + 0.08X₆ or ẐY = 0.42X₂ + 0.-31X₁ − 0.25X₃ + 0.26X₅ + 0.12X₄ + 0.12X₆.
