บทคัดย่อ

บทความวิจัยนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาการบริหารแบบมีส่วนร่วมในการจัดการศึกษา และ 2) ศึกษาแนวทางการบริหารแบบมีส่วนร่วมในการจัดการศึกษา สำหรับสถานพินิจและคุ้มครองเด็กและเยาวชน เขต 2 ตัวอย่างที่ใช้ในการวิจัย ได้แก่ บุคลากรในสถานพินิจและคุ้มครองเด็กและเยาวชน เขต 2 จำนวน 150 คน โดยการสุ่มตัวอย่างแบบชั้นภูมิ ตามเขตท้องที่สถานพินิจและคุ้มครองเด็กและเยาวชน เขต 2 และผู้ให้ข้อมูลสำคัญการสนทนากลุ่ม จำนวน 8 คน โดยเลือกแบบเจาะจง เครื่องมือที่ใช้ในการวิจัยเป็นแบบสอบถามแบบมาตรประมาณค่า 5 ระดับ มีค่าความเที่ยงตรงเชิงเนื้อหาระหว่าง 0.67-1.00 และมีความเชื่อมั่นเท่ากับ 0.95 และแบบบันทึกการสนทนากลุ่ม สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และการวิเคราะห์เชิงเนื้อหา

ผลการวิจัยพบว่า 1) การบริหารแบบมีส่วนร่วมในการจัดการศึกษาสำหรับสถานพินิจและคุ้มครองเด็กและเยาวชน เขต 2 โดยภาพรวมและรายด้านพบว่า มีการปฏิบัติอยู่ในระดับมาก เรียงตามลำดับค่าเฉลี่ยจากมากไปหาน้อย คือ ด้านการวางแผน ด้านการตัดสินใจ ด้านการดำเนินงาน ด้านการติดตามและประเมินผล และด้านการร่วมในผลประโยชน์ และ 2) แนวทางการบริหารแบบมีส่วนร่วมในการจัดการศึกษาสำหรับสถานพินิจและคุ้มครองเด็กและเยาวชน เขต 2 มีดังนี้ 2.1) ด้านการวางแผน ควรมีการจัดการประชุมแลกเปลี่ยนความคิดเห็นของบุคลากรและผู้มีส่วนได้ส่วนเสีย เพื่อร่วมกันวางแผนและกำหนดวิธีดำเนินการจัดการศึกษา 2.2) ด้านการตัดสินใจ ควรให้บุคลากรร่วมรับทราบและเสนอปัญหาที่เกิดขึ้นในการจัดการศึกษา เพื่อนำไปกำหนดจุดประสงค์หรือเป้าหมายในการจัดการศึกษา และร่วมกำหนดและลำดับความต้องการ เพื่อจะได้ตัดสินใจเลือกนโยบายหรือแนวทางการแก้ปัญหาในการจัดการศึกษาได้อย่างเหมาะสม 2.3) ด้านการดำเนินงาน ผู้บริหารและบุคลากรของสถานพินิจฯและหน่วยงานภายนอกควรให้ความช่วยเหลือและสนับสนุนในการระดมทรัพยากรการจัดการศึกษา ร่วมเป็นที่ปรึกษาและดำเนินการจัดการศึกษา เพื่อให้เกิดการทำงานร่วมกันเป็นทีมอย่างมีประสิทธิภาพ 2.4) ด้านการร่วมในผลประโยชน์ ควรให้ผู้ที่มีส่วนได้ส่วนเสียมีส่วนร่วมในผลประโยชน์ร่วมกัน และ 2.5) ด้านการติดตามและประเมินผล ควรให้บุคลากรรับรู้ถึงปัญหาและอุปสรรคที่เกิดขึ้นในการดำเนินงานการจัดการศึกษา ตลอดจนมีส่วนร่วมในการเสนอความคิดเห็นจากการประเมินผลการจัดการศึกษา เพื่อจะได้วิเคราะห์ว่าบรรลุตามวัตถุประสงค์หรือไม่ และควรร่วมมือกับผู้ปกครองในการนิเทศ กำกับ ติดตาม ควบคุม ดูแล เด็กและเยาวชนเมื่อถูกปล่อยตัวไปแล้ว
