บทความวิจัยนี้เพื่อ 1) ศึกษาและ 2) เปรียบเทียบประสิทธิผลการดำเนินงานโครงการเรียนฟรี 15 ปี ของสถานศึกษาขนาดเล็ก สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษากาญจนบุรี เขต 1 จำแนกตามความคิดเห็นของผู้บริหารและครู และจำแนกตามพื้นที่จัดการศึกษา ตัวอย่างที่ใช้ในการวิจัย เป็นผู้บริหารสถานศึกษา และครูผู้สอนในสถานศึกษาขนาดเล็ก จำนวน 225 คน โดยใช้การสุ่มตัวอย่างแบบชั้นภูมิตามพื้นที่จัดการศึกษา เครื่องมือที่ใช้เป็นแบบสอบถามแบบมาตรประมาณค่า 5 ระดับ มีค่าความเที่ยงตรงเชิงเนื้อหาเท่ากับ 0.97 มีความเชื่อมั่นเท่ากับ 0.81 สถิติที่ใช้ในการวิจัย ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน การวิเคราะห์ความแปรปรวนทางเดียว การทดสอบแบบที และทดสอบความแตกต่างค่าเฉลี่ยรายคู่ด้วยวิธีของเชฟเฟ่ กำหนดระดับนัยสำคัญทางสถิติที่ 0.05
ผลการวิจัยพบว่า 1) ประสิทธิผลการดำเนินงานโครงการเรียนฟรี 15 ปี ของสถานศึกษาขนาดเล็ก สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษากาญจนบุรี เขต 1 โดยภาพรวมและรายด้านอยู่ในระดับมาก เรียงตามลำดับคือ ด้านเครื่องแบบนักเรียน ด้านหนังสือเรียน ด้านกิจกรรมพัฒนาคุณภาพผู้เรียน ด้านจัดการเรียนการสอน และด้านอุปกรณ์การเรียน 2) การเปรียบเทียบประสิทธิผลการดำเนินงานโครงการเรียนฟรี 15 ปี ของสถานศึกษาขนาดเล็ก สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษากาญจนบุรี เขต 1 จำแนกตามความคิดเห็นของผู้บริหารและครูในภาพรวมและรายด้านไม่แตกต่างกัน 3) การเปรียบเทียบประสิทธิผลการดำเนินงานโครงการเรียนฟรี 15 ปี ของสถานศึกษาขนาดเล็ก สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษากาญจนบุรี เขต 1 จำแนกตามพื้นที่จัดการศึกษา ในภาพรวมและรายด้านมีความแตกต่างกันอย่างมีนัยสำคัญทางสถิติ โดยสถานศึกษาในอำเภอศรีสวัสดิ์มีประสิทธิผลการดำเนินงานโครงการเรียนฟรี 15 ปี ของสถานศึกษาขนาดเล็กมากกว่าอำเภอด่านมะขามเตี้ย
