The Factors affecting efficiency in the public service procurement system of local government organizations according to the perception of entrepreneurs in Nakhon Sawan province

Abstract

            This study aims to: 1) examine the level of efficiency in the procurement system and 2) investigate the factors influencing the efficiency of the procurement system in public service management within local administrative organizations, based on the perceptions of entrepreneurs in Nakhon Sawan province. This research employs a quantitative approach, collecting data from a sample group of 291 individuals selected through simple random sampling using a lottery method. The research instrument used for data collection was a questionnaire with a reliability coefficient of 0.94. The statistical methods used for data analysis included frequency, percentage, mean, standard deviation, and stepwise multiple regression analysis using the Enter method. The findings revealed that: 1) the efficiency level of the procurement system in public service management was at a moderate level, and 2) the factors influencing the efficiency of the procurement system in public service management within local administrative organizations, as perceived by entrepreneurs in Nakhon Sawan province, were at a high level. The Pearson correlation coefficient indicated a statistically significant relationship at the .01 level between all independent and dependent variables. The key factors affecting the efficiency of the procurement system included knowledge and understanding of procurement regulations and requirements ( = 3.70, S.D. = 1.09), the availability of basic procurement information ( = 3.83, S.D. = 0.97), support from officials ( = 3.95, S.D. = 0.93), and the specification of qualifications in the Terms of Reference (TOR) ( = 3.85, S.D. = 0.92). These factors exhibited a statistically significant positive influence at the .01 level, with the following predictive equation: The Predictive Equation in Unstandardized score:
