The issue of children and youth entering the justice system is a significant concern that impacts human resource development and the sustainability of society. This study aimed to 1. synthesize the components and operational mechanisms of youth development in the rehabilitation justice process, specifically within the context of the Department of Juvenile Detention and Protection Center in Chanthaburi Province, 2. analyze the role of designing learning processes and practical activities at the institutional level that facilitate youth rehabilitation and development, and 3. develop a process model for youth development within the rehabilitation justice framework. Qualitative research methods were employed to gather data from 45 key informants. This group includde administrators, operational staff, and representatives from relevant network partners, as well as youth. The methods employed consisted of in-depth interviews, observation of operational processes, and content analysis. The research found that youth development in the rehabilitation justice process comprises four key mechanisms: 1. mechanisms that promote learning and rehabilitation, 2. participatory processes involving personnel and network partners, 3. experiential learning coupled with reflection, and 4. The integration of youth development across multiple dimensions, such as behavior, life skills, and social values. The design of experiential learning processes and practical activities is essential for enhancing awareness, responsibility, and behavioral change among youth. The results of the study contributed to the creation of a process model for youth development within the rehabilitation justice framework. This research proposes an integrated conceptual framework that connects rehabilitative justice processes with experiential learning and systemic youth development. It describes the mechanisms that facilitate of transition from learning to awareness and behavioral modification in a sequential manner. This approach complements existing knowledge and supports systematic policy and practical application.
