Abstract

          The Universal Coverage Insurance Project is a public policy that was first created in 2001. The problem of poverty among the Thai population and the existing health insurance system do not truly reach the target population, which causes inequality in receiving public health services. It is also unable to achieve the provisions of the Constitution of the Kingdom of Thailand, B.E. 2540, Section 52, and Section 82. Recognizing the importance of such problems The government during the era when Dr. Thaksin Shinawatra was Prime Minister initiated the universal health coverage project with a campaign policy of 30 baht to cure all diseases. Until it was successful and covered medical treatment rights in just 1 year. However, before such a policy can be successful, it depends on the government's public policy process, which consists of: 1) identifying the problem. 2) preparation of policy proposals; 3) announcement of policy; 4) policy implementation; and 5) evaluation.
