Ethical standards and performance of village and sub-district headmen affecting the effectiveness of provincial administration in Pla Pak District, Nakhon Phanom Province

Abstract

The purposes of this research were to examine: 1. The level of ethical standards, performance of roles and duties of the village and sub-district headmen, and the effectiveness of the provincial administration in Pla Pak District, Nakhon Phanom Province, 2. To investigate the influences of ethical standards on the effectiveness of the provincial administration in Pla Pak District and 3. To explore how the village and sub-district  headmen’s performance of their roles and duties would become influential on the effectiveness of the provincial administration in Pla Pak District. The sample group consisted of 398 people residing in Pla Pak District. The sample size was calculated using Yamane's formula, and the sampling was conducted through a stratified sampling method. The questionnaire was used as the data collection tool, while the statistics employed for data analysis were composed of frequency, percentage, mean, standard deviation, and multiple regression analysis. The study revealed these results: 1. The overall ethical standards of the village and sub-district headmen in Pla Pak District were at a high level. Likewise, the performance on the basis of their roles and duties was also at a high level. In similar fashion, the performance effectiveness of the provincial administration in Pla Pak District was at a high level as well. 2. In terms of the ethical standards, these aspects significantly influenced the effectiveness of the provincial administration at the 0.01 statistical level: honesty, good conscience, and responsibility, and the adherence to the major institutions of the nation. Meanwhile, these aspects significantly influenced the effectiveness of the provincial administration at the 0.05 statistical level: the thought of the public interest and having a service mindset and focusing on results/achievement-based performance. Altogether, these aspects could be used to correctly predict the performance effectiveness of the provincial administration in Pla Pak District, 54.50 percent. 3. Regarding the exploration of how the village and sub-district headmen’s performance of their roles and duties would become influential, it was found that these aspects significantly influenced the effectiveness of the provincial administration at the 0.01 statistical level: legal authorities/power, registry job, and crime management/supervision. However, these aspects significantly influenced the effectiveness of the provincial administration at the 0.05 statistical level: the development of the villages and sub-districts and the promotion of the people’s careers. Altogether, these aspects could be used to correctly predict the performance effectiveness of the provincial administration in Pla Pak District, 36.10 percent.
