Abstract

This article examines Sweden’s transition into its first written Constitutional Monarchy during the period of 1719–1772, historically referred to as the “Age of Liberty”. The author begins by tracing the etymological and historical origins of the term “Constitutional Monarchy”, noting that while England is widely regarded as the model for this system, the specific terminology emerged in France in 1801 and was only formally adopted by the British in the mid-19th century. The research asserts that Sweden was the first nation to establish a definitive written Constitutional Monarchy, a shift triggered by the devastating aftermath of the Great Northern War and the sudden death of King Charles XII without a direct heir. This power vacuum allowed the Estates of the Realm (Riksdag) to negotiate a “Political Contract” with Queen Ulrika Eleonora, who agreed to abolish absolute sovereignty in exchange for the throne. This consensus resulted in the 1720 Instrument of Government, which instituted a system of Parliamentary Supremacy and “Law-Bound Liberty” that endured until the coup d’état by King Gustav III in 1772.
