Stakeholder Needs and Curriculum Evaluation for the Master of Education Program in Educational Administration (2027 Revised Edition), Ramkhamhaeng University

Abstract
This article aimed to (1) investigate stakeholders’ needs for the development of the Master of Education Program in Educational Administration (Revised Curriculum, B.E. 2570 [2027]) at Ramkhamhaeng University; and (2) evaluate the Master of Education Program in Educational Administration (Revised Curriculum, B.E. 2565 [2022]). a mixed methods research design, utilizing Wiles and Bondi’s curriculum development concept and Stufflebeam’s CIPP Model as the research framework. The sample for the quantitative research was divided into two parts: the first part consisted of 204 participants used to study needs, and the second part comprised 221 participants used for curriculum evaluation, while the qualitative phase included nine experts and stakeholders selected as key informants. Research instruments consisted of questionnaires and semi-structured focus group interview guidelines. Quantitative data were analyzed using descriptive statistics, whereas qualitative data were analyzed through content analysis.
The findings revealed that:
- Stakeholders expressed the highest level of need for the revised 2027 curriculum. The highest priorities were professional ethics and social responsibility, followed by leadership, disciplinary knowledge, and digital technology and research skills. Stakeholders also preferred weekend classes and a curriculum that supports professional licensure requirements.
- The curriculum was evaluated at the highest level in all aspects. Experts further recommended redesigning the curriculum based on Outcome-Based Education (OBE) by strengthening competencies in innovative leadership, artificial intelligence (AI), and data-driven decision-making.
The findings provide empirical evidence to guide curriculum development that responds to stakeholders’ needs and enhances the competencies of educational administrators in the digital era.
