A Form of Public Participation in Promoting a Strong Community.

Abstract

               This academic article the objective is to present the importance of public participation. Carrying out any business in the community it is necessary to rely on cooperation and participation within the community. Encouraging people to understand the importance of participation will create a strong community. It can be seen that a strong community will create efficient operations. There are 5 levels of public participation (Public Participation Spectrum): (1) the level of providing information (Inform) to provide information to the public and enhance public understanding about issues, alternatives and solutions; (2) Listening to opinions (Consult) level to receive information and opinions from the people about the problem situation, alternatives and solutions. (3) Level to play a role (Involve) to work together with the people to build confidence with people that the opinions and needs of the people will be considered (4) level of cooperation (Collaborate) to be a partner with citizens in every step of decision making. Since identifying the problem Develop alternatives and solutions (5) Empowerment level for people to be decision makers. The format for promoting public participation consists of (1) public participation as provided in Section 3 regarding the rights and freedoms of the Thai people according to the current constitution, such as public participation in natural resources and their local environment (2) participation of citizens in accessing local government information (3) participation of local people in holding public hearings (4) participation in member elections Local councils and local administrators. (5) Participation in the removal of local council members and local administrators (6) Participation in referendums such as drafting laws or major projects (7) Participation in the management of local government organizations, such as preparing local development plans. Participation in procurement of local government organizations.
